On improving the procedure for allocating educational credit to students and pupils of higher and professional educational organizations at the expense of budgetary funds

Decree of the President of the Republic of Uzbekistan

For the purpose of effective use of the State Budget funds allocated for financial support of students and pupils studying in higher and professional educational organizations on a paid-contract basis:

1. To agree with the proposals of the Ministry of Economy and Finance and the Ministry of Higher Education, Science and Innovation to implement, starting from the 2024/2025 academic year, the procedure for the allocation of educational loans to students and pupils of higher and professional educational organizations at the expense of the Fund for the financing of educational loans under the Ministry of Economy and Finance (hereinafter - educational loan), providing:

a) allocation of educational credit for studies in higher and professional educational organizations only to students and pupils studying on a full-time basis;

b) allocation of educational credit:

first-year students of higher educational organizations and students of professional educational organizations - in the amount of the paid contract;

second and senior year students of higher educational organizations - in the amount of not more than 80 percent of the amount of the paid contract in case the average academic performance in disciplines is below "3" (except for children from families included in the "Unified Register of Social Protection").

2. To establish that:

(a) Educational credit is allocated to:

students of higher educational organizations - if there is information about students in the information system "Accounting of rendered services to students on a contractual basis" (kontrakt.edu.uz) and the information system "Management of Higher Education Processes" (HEMIS) of the Ministry of Higher Education, Science and Innovation;

students of professional educational organizations - if there is information about students in the information system "Management of professional education processes" (prof.edu.uz) of the Ministry of Higher Education, Science and Innovations;

b) integration of information systems of higher and professional educational organizations, which have their own software, with the relevant information systems of the Ministry of Higher Education, Science and Innovations or their use is mandatory for obtaining educational credit. 

3 The following shall be ensured:

a) The Ministry of Higher Education, Science and Innovations to form a paid contract of all higher and professional educational organizations regardless of organizational and legal form and departmental subordination through the information systems "kontrakt.edu.uz" and "prof.edu.uz" by July 1, 2024;

b) Ministry of Economy and Finance:

together with the Ministry of Digital Technologies, the Central Bank until the beginning of the 2024/2025 academic year - creation of the possibility to apply for educational credit through the information system "Educational Credit" of the Ministry of Economy and Finance (ta'lim-krediti.mf.uz) and the Unified Portal of Interactive State Services;

integration of the information system "Educational Credit" with the relevant information systems of the Ministry of Higher Education, Science and Innovation.

4. To make changes and additions to some acts of the President of the Republic of Uzbekistan according to the annex.

5. Ministry of Economy and Finance within two months to submit to the Cabinet of Ministers proposals on changes and additions arising from this Decree. 

6. Deputy Prime Minister of the Republic of Uzbekistan Kuchkarov D.A. shall be entrusted with control over execution of this Decree.
