on the Academic Council

Samarkand State Medical University

1. general rules

1.1 In connection with all normative documents of Samarkand State Medical University (hereinafter SamGMU or University) by the Decree of the President of the Republic of Uzbekistan "On establishing Samarkand State Medical University and further improvement of personnel training system in the field" from the 1st of April 2022 UP №-188, in accordance with the Order of the Rector of Samarkand State Medical University № 207/AF from 18th of April 2022,

Laws "On Education" (Bulletin of Oliy Majlis of the Republic of Uzbekistan, #9, 1997, Art. 225) and "On National Program for Personnel Training" (Bulletin of Oliy Majlis of the Republic of Uzbekistan, 1997, #11-12, Art. 295), Regulations "On Higher Education", "On Approval of Standard Procedure and Regulations" approved on December 3, 2011, No. 487 by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan of the model regulations "On the Academic Council of Higher Education Institutions" and the order of the Rector of SamGMI from December 31, 2013 № 816, defines the newly developed order of organization of the Academic Council of Samarkand State Medical University.

1.2 These Regulations are one of the main regulatory documents of the Academic Council of SamGMU.

The University Academic Council is established under the chairmanship of the Rector to consider the key issues related to the activities of SamGMU.

1.3 The Academic Council consists of the Rector, Vice-Rectors, Deans of faculties, directors of independent organizations and institute branches, heads of departments, as well as heads of public organizations. The number of members of the Academic Council is determined by order of the Rector. The Academic Council can also include leading scientists and specialists of the Institute working on specific issues. The term of office is 5 years.

1.4 The composition of the Academic Council is approved by the order of the Rector of SamGMU. At the beginning of each academic year new members are elected or introduced in accordance with the statutes to replace those who leave the Academic Council for various reasons. In case of transfer of the members of the Academic Council to another position, the person appointed in their place shall be included in the composition of the members according to the position held.

2. Aims and Objectives of the Academic Council

2.1 The purpose of the Academic Council is to ensure the efforts, intellectual potential and all other capabilities of the institute's staff to fulfill the tasks set by the laws of the Republic of Uzbekistan "On Education" and "On National Curriculum".

2.2 The Academic Council of SamGMU:

verifies the strict implementation of the state educational standards, curricula and programs in accordance with the National Program of Study and sets recommendations and tasks on priority issues;

hears reports and makes corresponding decisions of faculties on educational, research and spiritual-educational work, activities of academic lyceums, scientific societies at higher educational institutions, results of admission committee, as well as needs of marketing department and practice of students in graduates, cooperation with organizations-customers;

Discusses the implementation of plans of research, spiritual and educational work, training and retraining of faculty and takes appropriate decisions;

approves annual and perspective plans of SamGMU development, discusses the results of logistical, financial and economic activities and takes relevant decisions;

decides issues related to the opening, termination, change of faculties and departments, as well as the establishment or termination of training in new undergraduate and graduate specialties, taking into account the proposals of marketing services;

conducts competitions for the positions of professors and teachers in accordance with the Regulation on the procedure for hiring teachers on a competitive basis;

considers the documents of applicants for the academic title of professor, associate professor and, in accordance with established procedure, submits them for approval for the award of academic title;

Discusses and defines measures on provision of English language proficiency of SamGMU graduates and professors and formation of basic skills of work with computer, Internet access

discusses provision of educational process with textbooks, preparation and publication of new generation textbooks and manuals, as well as educational materials, based on the use of innovative educational technologies;

recommends doctoral candidates, basic doctoral students, and independent researchers, and approves the topics of their individual plans and dissertations;

Recommends candidates from among talented students and faculty for internships in foreign universities through the El-Yurt Umidi Foundation;

Recommends candidates from among talented students and senior researchers of the Institute to participate in the competition for the State Scholarship of the President

3 Organization of the Academic Council

3.1 The Academic Council carries out its activities in accordance with the plan developed for each academic year. The plan of the Academic Council shall be approved by the Rector of the University after consideration by the Academic Council.

Decisions of the Academic Council on all issues of educational, scientific-methodological, research, spiritual-educational and organizational work of the institute shall be taken by open voting by a majority of votes. The meeting of the Academic Council is competent only if 2/3 of its members are present.

Decisions on competitions and nomination of candidates for the positions of professor and teaching staff, as well as the assignment of academic titles of professor or associate professor shall be taken in accordance with the established procedure by secret ballot.

3.2 Decisions of the Academic Council come into force after approval by the Rector of the Institute.

3.3 The meeting of the Academic Council shall be recorded in the minutes. The minutes shall be signed by the Chairman and the Academic Secretary of the Academic Council.

The Chairman of the Academic Council shall regularly organize inspections of the implementation of the decisions of the Academic Council and inform the members of the Academic Council about their results.

4. Final Rules.

4.1 During the term of validity of these Regulations amendments and additions shall be made and formalized in accordance with the procedure established by law.
