  We are pleased to inform you that the International Scientific and Practical Conference Ethical Issues of Emergencies: Bioethics Response to the COVID-19 Pandemic and the 18th Annual Conference of the International Society of Clinical Bioethics will be held on October 5-6, 2021. in Samarkand (Tashkent), Uzbekistan. The conference is planned online.

  National health systems are facing significant challenges. However, with the increase in severe cases of COVID-19, serious ethical issues arise that specialists and competent authorities must address when providing medical care to patients. The Convention on Human Rights and Biomedicine (Oviedo Convention), the only internationally legally binding instrument in this area, sets out unique human rights standards - also provided for the context of health emergency and crisis management - to guide decisions and practices. , both in clinical and research activities. However, In an environment of uncertainty and limited resources, difficult decisions must be made collectively and individually, and these decisions can have a profound impact on individuals. The scarcity of resources for providing medical assistance to victims in emergency situations determines one of the most difficult ethical problems. Medical professionals face extremely difficult situations and ethical principles can be tested, which can negatively affect the fulfillment of the main task of caring for patients.

  The emergency that arose in connection with the COVID-19 pandemic raised a large number of questions related to accelerated procedures for the creation and use of vaccines, identified the issues of the boundaries of individual freedom and the interests of the majority, showed the new role of digital technologies and not only in medicine, revealed special facets solidarity and responsibility of international health organizations and national governments.

  The main goal of the conference is to conduct a broad discussion of the key problems of bioethics and medical ethics in emergencies, existential risks, biosafety and human rights in different countries of the world with the participation of leading scientists and specialists in the field of medicine, life sciences, philosophy and law, representatives of different religious confessions and public organizations.

The final decision on the inclusion of the report in the conference program is made by the organizing committee after considering all received applications in the proposed form.

The text of the abstracts in Microsoft Word format, font Times New Roman, size 12 pt, one and a half line spacing. Margins: left and top - 2 cm, right and bottom - 1.5 cm. Indentation at the beginning of a paragraph - 0.7 cm. The volume of the abstracts - no more The volume of the text of the abstracts should not exceed 2000 characters, including spaces.

The text of the abstracts can be submitted in the official languages of the conference: English or Russian
